Would it be helpful to tag all orders you could combine with a generic " combine " tag?
So, the results would be:
Custom A - order 1 - tag = combine
Custom A - order 2 - tag = combine
Custom B - order 1 - tag = combine
Custom B - order 2 - tag = combine
And then, you would use this to pick the orders to combine for shipping.
I think it would need to be a generic tag for all combinable orders vs a dynamic tag; otherwise, you wouldn't know which tag to search for. Let me know if that makes sense.

Yeah, something along the lines of, when an order is created, check to see if there is another open order for the same customer AND the same shipping address, and if so, tag them both or something like that.
Another approach would be to have Mechanic actually combine the orders
