I have products tagged by type of product and manufacturer 
So they can be put in collections by both methods.
An automated system would be handy . The one in mechanic currently only works on Product TYPE

Steven Honey: sorry you're incorrect. as per title - auto create collections by TYPE or VENDOR. Not by "Tagged" subtle but massive difference . 
I have 15,000 products that have various tags , manufacturer, type of product, type of fitment. 
To automatically create a collection per tag would be arduous.
Hope that clarifies,
